It looks a bit like Russian sage, but the leaves are more deeply cut than I am used to.

I agree with Sara. Other possible is a member of the Stachys genus. I cannot tell from your photo if the stem is square.I vote a garden escapee like the Russian Sage or one of its kinlove the fuzzy texture in the flower capsule.Bees are always a fun subject.
